FAIRMONT —
A Fairmont woman waived her right to a preliminary hearing on criminal charges of child neglect Wednesday before Magistrate Mark Hayes.
Samantha Balch, 25, of 1112 Morningstar Lane, Fairmont, was arrested Feb. 4 by Fairmont City Police and charged with with six counts of child neglect leading to risk of injury.
According to criminal complaints filed in Marion County Magistrate Court, the Fairmont police were contacted by Child Protective Services, who were there to perform “an emergency removal” of six children.
Inside, officers and CPS detected a “strong odor” of urine and feces, which grew stronger when they went inside, according to the complaint.

Hearing set for murder suspects
