FAIRMONT —
Fairmont’s water rates are paying for more than the improvements at the water plant, officials said.
Earlier this week, the City of Fairmont held a celebration to mark the finish of the Corrective Action Plan (CAP) at the city’s water plant. The plant failed in 2007, and the celebration marked more than five years of legal fights and construction.
In 2009, the city asked the state Public Service Commission for a 49 percent water-rate increase to cover the costs of fixing the water plant. Then came $8.8 million in federal funds for the project. Half of that, approximately $4.4 million, was a grant from the American Recovery and Reinvestment Act and doesn’t need to be paid back. The other $4.4 million is a 30-year loan with a zero percent interest rate.
